Euthanasia Policy: New Conservative is opposed to the decriminalisation of euthanasia. New Conservative is committed to increasing funding where necessary to provide for the best palliative care possible, and to help family members who are caring for the terminally ill.
New Conservative will accept the outcome of the public referendum on euthanasia which will be held in conjunction with the 2020 general election. In the interest of democracy, we hope that any and all media coverage regarding the referenda will be unbiased, and that robust, respectful, educational and informative debates surrounding euthanasia will be pursued.
Regardless of the referendum outcome, New Conservative will increase funding where necessary to provide for the best palliative care.
Income Splitting Policy: Income splitting is a tax policy of attributing earned income of one spouse to the other spouse for the purposes of assessing personal income tax i.e. "splitting" away the income of the greater earner, reducing his/her income for tax measurement purposes, thus reducing tax rates paid by the family as a whole. New Zealand tax laws do not support or facilitate income splitting.
New Conservative would introduce income splitting for families with couples in a legally recognised relationship such as marriage. We recognise the economic hardships many families experience as they try to do best by their children. We propose that families who meet this criteria be eligible to split their income in order to take advantage of lower tax brackets. This will result in a better financial position for a substantial proportion of New Zealand families who have chosen to limit the working hours of one parent for the wellbeing of their children.
Abortion Policy: New Conservative is committed to saving both lives. The life of the baby in the womb, and the life of the mother from complications arising from surgery, serious mental health issues, medical, etc.
New Conservative believes abortion should remain under the Crimes Act as it involves the choices of one or more people resulting in the death of another. The taking of another’s life is a crime, not a health issue, and must be considered as such.
New Conservative is committed to ensuring that any abortion practiced under The Contraception, Sterilisation and Abortion Act 1977 is actually practiced in accordance with that law, “having full regard for the rights of the unborn child.” The rights of the unborn child need to be defined in law.
A person's beating heart has been considered a sign of life for millenia. The child in the womb, therefore, must be given the same human right to life as the mother if a heartbeat is detected. Protections will remain in place for doctors who cause the death of an unborn child while acting in good faith for the preservation of the life of the mother.
New Conservative will ensure that anyone seeking abortion is given sufficient factual information through compulsory independent counselling and a minimum of 48 hours reflection time to enable them to make an informed choice as to whether they continue to seek an abortion or not. Such advice would include information regarding Pill Reversal for chemical abortions, alternative paths such as adoption with prenatal and postnatal care and support.
New Conservative will ensure that the matter of coercion and other factors that may render an abortion illegal be addressed, and that ‘persons of influence’ in such cases could be liable under the Crimes Act.
New Conservative will ensure that, except in highly exceptional circumstances, parental notification occurs regarding abortion procedures for children aged 16 and under.
New Conservative is the only Party acting on behalf of the unborn.
Marriage Policy: The traditional definition of marriage goes back thousands of years and spans all cultures. New Conservative believes in the traditional definition of marriage as between one biological man and one biological woman, with all other legal arrangements categorised as civil unions.
We believe that couples should undergo pre-marriage or relationship training prior to entering into marriage – and that this will be State funded and highly encouraged.
To support strong marriages into the future, our policy will allow for up to five State sponsored marriage counselling sessions for couples experiencing marital problems.
In the unfortunate event of divorce and separation, both parents have equal rights and access to their children unless it is determined not to be in the children's best interests. Gender based discrimination in parental access matters will be prohibited.
New Conservative is the only Party intent on promoting and rewarding strong families.
Prostitution Policy: New Conservative believes that the purchasing of sex from a street prostitute should be a criminal offense and that registered brothels should be monitored closely for illegal workers, trafficking, and health standards.
Pornography Policy: New Conservative believes that our children and young people should be able to surf the net for education, study and social interaction in safety, without being confronted by, and/or lured into, sexually explicit images and material. Pornography is an ever increasing mental health problem within New Zealand and harmful to society at large.
New Conservative would introduce legislation requiring internet service providers to block access to explicit adult websites by default. This would mean that all porn in New Zealand would be blocked or filtered by default, and would only be made available to individuals when an ISP receives a request to unblock it from a customer with appropriate age ID. Opt in rather than opt out.
New Conservative is the only Party prepared to address this problem.
Youth Policy: New Conservative values children and youth and recognises the vital role parents play in their lives and decision making. Parents must be honoured as the primary caregivers and be afforded the opportunity to decide what is best for their child. We believe that parents should be notified for all medical procedures on their children 16 years and under, including but not limited to abortion and immunisations, etc.
New Conservative believes that all parents should be eligible for a tax rebate equivalent to 20 hours per week of childcare subsidies regardless of whether they choose to stay at home to care for their child or use those funds for childcare services.
New Conservative has called for the formation of an Independent Ministry Children, Oranga Tamariki (MCOT) Complaints Authority to investigate all MCOT complaints and concerns.
New Conservative believes that a study on youth behaviour should be undertaken with a view to whether or not concepts like curfews, improved sport funding, and increased family time initiatives would be effective in curbing unhealthy behaviour.
New Zealand has the highest youth suicide rate in the developed world. It is a statistic which cannot be ignored. New Conservative is committed to exploring the causes of, and implementing measures needed in order to tackle our suicide epidemic within New Zealand.
Education Policy: New Conservative recognises the vital role education plays in the holistic development of a young person, not just in academics. The potential to see our young people trained in healthy respectful relationships and great family values must not be squandered. Sex education should primarily be taught by parents, and parents should be supported in this where necessary. Previous sex education curricula has been a failed experiment and it is time for a new approach. We believe that relationship education free of sex education would be far more beneficial for all New Zealanders, as it relates to every area of our lives.
Parents should be notified of any intended school based sex education programmes including details of any aspect which may be contentious. The right of parents to withdraw their children from school based sex education must remain. Sex education should not be started in schools until after Year 9. Family Planning should be required to include abstinence and long term relationships as the option with the statistically proven best outcomes for all in their syllabus, or lose their funding.
New Conservative believes research that shows gender identity issues are psychological and not physiological is clear, and therefore gender dysphoria should be dealt with as any other psychological issue. Gender identity should not be taught in schools, apart from offering help for those struggling in that area. Students should use bathrooms, changing rooms and participate in sport based on their biological gender.
Trades: Stream students early so that those best suited for trades are valued and fed
into trade training schools. These schools would supply a lot more practical activities and
link maths, english and science to those trades. Students would graduate with basic tool
skills, health and safety, and the theory component of their chosen trade semi-completed
before entering the workforce. Gaining drivers licenses and First aid certificates could
become part of this education stream.
Charter and correspondence schools: New Conservative supports the continuation of charter schools and the use of correspondence schooling as an option for parents, as these have proven successful in the majority of cases.
New Conservative is the only party prepared to speak out against the ideological indoctrination of our children regarding sex and sexuality, and also to call for gender dysphoria to be addressed as a psychological issue.
Heritage Policy: New Conservative values, and will protect, our New Zealand culture, heritage and identity. While some aspects of who we are and what we do may just seem like tradition, their reason for being must be seriously considered before changes are made through legislation. These may be difficult to quantify in dollar terms, and we must be careful not to simply let the prospect of more dollars as a result of change become of greater value.
New Conservative is opposed to trading on Good Friday and Easter Sunday. We believe that families can benefit greatly from the few days there are each year when there is no requirement to work, and Easter trading simply takes one of these opportunities away.
New Conservative is the only Party prepared to state a policy on this.
Welfare Policy: New Zealand is a generous and caring nation which endeavours to provide a safe healthy environment for the nurture of all New Zealanders.
Part of that care is a welfare system that meets the basic needs of those who are unable to provide for themselves, or assistance for those who need help.
New Conservative’s intention for welfare is to provide a safety net and short to medium term support to empower people in difficulty to discover, or return to, the dignity of personal independence and prosperity.
It may look like a hand out, but it must be a hand up. Welfare support must never entrap people in benefit dependency.
New Conservative would restore the requirement for people to be actively seeking work in order to claim the Job Seeker Benefit. Beneficiaries would be required to attend a work centre regularly to ensure they are either looking for work or doing further training. Work programmes would be explored to make sure that the government is not funding those who are not willing to participate in meaningful work.
The high rate of child abuse and over representation of children from single parent homes in negative statistics shows that we must do things differently to get better results.
New Conservative believes that the best place for a solo mother with a baby is with her immediate family. If that is not possible, then New Conservative would house these solo mothers in residential accommodation with a suitably trained/experienced couple as hosts.
This would provide the following benefits to solo mothers:
Backup and training in raising the child.
Opportunity to complete education.
Gain work training.
Stayovers would not be allowed.
Budgeting skills could be taught.
There would be community and connectedness.
Health Policy: New Conservative is committed to educating, enabling and incentivising New Zealanders to take personal responsibility for their own physical, emotional, spiritual and mental health, and to live more healthy and productive lives.
We will do this by emphasising the benefits of prevention and personal responsibility.
New Conservative also believes the health system can be more just and efficient in the delivery of health services, and will seek to address these shortcomings.
New Conservative is committed to:
Extending age related, government funded, health checks to enable early intervention in health issues common to all New Zealanders;
Incentivising New Zealanders to take advantage of private health insurance by making it tax deductible;
Investigate the creation of Kiwi Health Accounts to offer New Zealanders, as individuals and families, greater choice and control in the way they engage with their health care. We believe in the importance of prevention and the promotion of healthy lifestyles, which can reduce the annual cost burden for an individual and family on the health system, and any credit can be rolled over for future use in times of need;
Additional support for rural health in communities through increasing doctor training and incentivising doctors, nurses and midwives to work in “hard to staff “ rural areas. We also propose to better equip Plunket through government funding to cater for the needs of young rural New Zealanders;
Investigate new ways of delivering efficient and practical aged care. We note that there are some serious concerns that many New Zealanders have in terms of aged care in New Zealand. We seek to investigate ways that we can provide options to New Zealand’s elderly and their families to ensure that we are doing best by elderly people;
Opposing euthanasia in any form and ensuring palliative care of the highest quality is available to protect our elderly and the most vulnerable from abuse and pain;
Providing health education in schools that does in fact result in healthy living, that respects cultural and traditional standards, and that shows a belief in young people that they have the capacity to control their emotions and chemistry for a more healthy and beneficial lifestyle;
New Conservative recognises that healthy relationships are based on good communication and commitment, not casual sex. We would therefore encourage relationship training in schools from year 9;
Parental notification of sex education be required and material should be made available in full to parents prior to class presentation for permission to be given or declined;
Ensuring parental notification occurs and permission is received in regards to all medical care and procedures for children aged 16 and under, including abortion and immunisations;
Recognising that the causes of health issues of individuals and families need to be considered and addressed to ensure a wrap around approach is applied. For example poor housing conditions can cause ongoing health problems;
Creating a means for secure country wide access to District Health Board’s Databases of patient history to provide for better care of patients seeking help when visiting in another DHB Area, and investigating reducing the number of DHBs to 5 across the country;
Making government subsidies for eligible patients available across all health districts so that a doctor’s visit when away from home within NZ does not cost the same as it does an overseas visitor;
Introducing a ‘user pays’ hospital system, whereby anyone requiring hospital treatment for any incidents occurring as a direct consequence of substance abuse will be required to contribute towards the cost of that treatment on a percentage basis. These fees will be waived, if the patient successfully undergoes a 6 month drug and alcohol rehabilitation programme;
Restricting ACC cover to Tax Residents and removing automatic cover available to temporary visitors to New Zealand on visitors visas or on work visas of less than 6 months duration, making travel/health insurance a requirement for an NZeTA or a visa to be issued.
Abortion: Need to Amend CSA Act 1977.
